A lift drops you about 55 meters at Shimonoseki, and then you simply walk to the next island: 780 meters under the Kanmon Strait, on a level below the road tunnel. Halfway along, a line across the floor marks where Yamaguchi Prefecture becomes Fukuoka, so you can cross a prefectural border in one stride. Pedestrians pay nothing.
