A dog went into a raging concrete canal in Almaty; its owner went in after it and got stuck too; strangers on the bank linked arms into a human chain and pulled them both out. The sculpture on that exact spot is that chain, cast in bronze, and it stops one hand short. You complete it. Very little public art asks you to physically finish it, and fewer still make refusing feel like a small failure of nerve.
