The purpose of a system is what it does

Stafford Beer’s line was that there is “no point in claiming that the purpose of a system is to do what it constantly fails to do.” Read a system by what comes out of it rather than by the mission statement — the side effects and the failures are data about the design, not exceptions to it. It is four words long, it fits any bureaucracy you have ever been trapped in, and it is very hard to unhear.
