To expiscate is to fish something out: to find it out by careful investigation. It comes unaltered from Latin expiscari — ex- (out) plus piscari (to fish), from piscis, fish — and has been in English since 1598. The metaphor is exact rather than decorative. You cast, you wait, and the thing you are after is under a surface you cannot see through.
